The UK energy regulator has announced a significant tightening of oversight after British Gas was forced to pay £20 million in compensation for the illegal force-fitting of prepayment meters. The scandal, which came to light earlier this year, involved the installation of these meters in the homes of vulnerable customers without proper consent or consideration of their circumstances.
British Gas, the largest energy supplier in the country, admitted to using warrant-based installations in cases where customers were behind on their bills. However, investigations revealed that agents, often working on commission, pushed through installations without proper checks on customer vulnerability. Individuals with mental health issues, disabilities, or young children were among those affected, with some left without heating or electricity because they could not afford to top up their meters.
The £20 million fine is one of the largest ever levied by Ofgem, the energy regulator. It includes £18 million in compensation for affected customers and £2.5 million to cover the cost of an independent audit of British Gas's practices. Ofgem has now introduced stricter rules requiring energy suppliers to obtain separate consent for warrant applications and to conduct vulnerability checks before installations. The regulator also plans to bring in a mandatory code of practice for prepayment meters.
This incident is a stark reminder of the friction between corporate efficiency and human welfare. The energy crisis, exacerbated by the war in Ukraine and global temperature anomalies, has left millions across the UK struggling with fuel poverty. Prepayment meters are often the last resort for those in debt, but they must not be used as a tool of coercion.
