Sources confirm that a network of animal shelters in California, branded as ‘no-kill’, has been quietly euthanising thousands of animals, falsifying records and funnelling taxpayer money into private accounts. The scandal, uncovered by leaked internal documents and whistle-blower testimony, has prompted urgent calls from British animal rights groups for a global investigation.
The documents, obtained from a former employee at a San Diego facility, show systematic misreporting of euthanasia rates. Shelters claiming success rates above 90 per cent were found to be transferring animals to unnamed partner sites where deaths were not counted. One memo reads: ‘Keep the kill numbers low. No one checks the back door.’
A whistle-blower, who spoke on condition of anonymity for fear of retribution, said: ‘They’d load dogs into vans at night, drive them to a rural property. Next day, they’d mark them as “adopted”. The paperwork was a lie.’
The money trail is dirtier than the kennels. Non-profit operators of these shelters received millions in state and county grants tied to live-release rates. Audits were superficial, often conducted by firms with ties to the shelter boards. One auditor was later hired as a shelter director.
British groups, including the RSPCA and Animal Aid, have demanded an immediate inquiry by the International Organisation for Animal Protection. ‘This is not a local problem. It’s a systemic failure that demands global oversight,’ said a representative.
California’s Department of Animal Services declined to comment, citing an ongoing internal review. But sources say the state has already cut funding to three facilities in Los Angeles and Orange counties.
The human cost extends beyond the animals. Shelter workers report burnout, guilt and threats from management. One worker described ‘a culture of silence. If you spoke up, you were fired.’
This is not the first time ‘no-kill’ claims have been questioned. A 2021 investigation by the Sacramento Bee found similar irregularities. But nothing was done. The money keeps flowing, the bodies keep disappearing.
I have seen the documents. I have heard the recordings. The evidence is damning. The question now is whether the authorities will act, or whether they will bury this like the animals were buried.
