The collapse of the Joint Comprehensive Plan of Action in 2018 left a vacuum in Western diplomacy towards Iran. Under the Biden administration, indirect talks in Vienna yielded no breakthrough. Now, a significant shift: Vice President JD Vance has assumed the role of lead interlocutor in a nascent nuclear deal with Tehran, a move that has prompted quiet unease among British intelligence circles.
White House officials insist the Vice President’s involvement is a strategic recalibration. With President Trump’s public focus on domestic affairs and trade wars, Vance has been granted unusual latitude. Sources close to the National Security Council describe a “streamlined channel” in which Vance and his national security adviser have held direct, undisclosed meetings with Iranian diplomats in Geneva and Doha since early autumn.
The emerging framework, codenamed ‘Project Veritas’, reportedly offers Iran relief from secondary sanctions on oil and petrochemical exports in exchange for verified limits on uranium enrichment below 3.67 per cent and enhanced International Atomic Energy Agency inspections. Crucially, it sidesteps the broader regional security issues that derailed previous negotiations. The deal is said to have the quiet backing of Saudi Arabia, wary of a nuclear arms race, but scepticism in London is palpable.
British intelligence sources, speaking on condition of anonymity, question whether the Vice President’s team possesses the necessary depth to engage with the Iranian regime’s sophisticated negotiating tactics. “There is a concern that Vance’s advisors are too ideological and less attuned to the granular technicalities that the IAEA requires,” one source told this correspondent. Another former senior MI6 officer noted that Vance’s public statements on Iran have historically been hawkish, raising doubts about his ability to reach a sustainable compromise.
Moreover, the White House’s failure to brief key allies before Vance’s first face-to-face meeting with Iran’s foreign minister has strained trust. British officials were informed only hours before the Geneva talks, despite London’s continued commitment to the JCPOA’s remaining verification mechanisms under the Joint Commission. The shift in negotiating authority has also alarmed French and German diplomats, who fear a repeat of the 2018 withdrawal.
Iran, for its part, has cautiously welcomed the change in tone. Tehran has long accused the Biden administration of perpetuating maximum pressure by another name. Ambassador Saeed Iravani, Iran’s envoy to the UN, described Vance as “pragmatic” in public remarks, though he stressed that any deal must guarantee Iran’s commercial benefits.
The political calculus in Washington is clear. President Trump, eager for a foreign policy win ahead of the 2026 midterms, has delegated a high-risk file to a loyalist. Yet the lack of congressional consultation and the absence of a transparent verification framework could leave an eventual agreement vulnerable to sabotage. For British intelligence, the question remains whether Vance’s deal will become a lasting architecture or another fragile understanding that collapses under its own political weight.
