Russian President Vladimir Putin has accused Kyiv of striking a student dormitory in the Russian border city of Belgorod, killing at least two people and wounding several others. In a televised address this evening, Putin denounced the attack as a “terrorist act” and vowed to “intensify military operations” in response. The Kremlin has provided no independent evidence to support its claim that Ukrainian forces were responsible for the strike, which local officials say occurred at approximately 4 p.m. local time.
Ukrainian authorities have denied any involvement, with presidential adviser Mykhailo Podolyak stating that “Russia is cynically using its own civilians as a pretext for escalation.” The incident comes amid heightened tensions following weeks of Ukrainian drone strikes on Russian oil infrastructure and repeated cross-border shelling. Western intelligence sources suggest that Russia may be preparing for a new ground offensive in northeastern Ukraine, potentially targeting the Kharkiv region.
If confirmed, this incident would mark a significant escalation in the conflict, which has largely been fought on Ukrainian territory. The United Nations has called for restraint and an independent investigation. Diplomats in Brussels note that the attack, if proven to be a Ukrainian operation, would complicate Western efforts to sustain military aid for Kyiv, as some member states are increasingly wary of strikes inside internationally recognised Russian borders.
