The White House has backed down. A US federal judge ruled that the Trump administration must unfreeze $1.8bn in foreign aid funds. The decision came after a legal challenge by Democratic state attorneys general.
But the real story is the message it sends to allies like the UK. British officials are privately warning that the episode shows how US aid can be weaponised. A Downing Street source told me: "If they can freeze money for a court case, what stops them doing it for political leverage?"
The frozen funds were part of a broader $3bn hold that Trump ordered in February. It was meant to pressure Ukraine into investigating Joe Biden. But the court saw it differently. The judge called the freeze "arbitrary and capricious."
Westminster is watching closely. The UK relies on US intelligence sharing and military aid. If Trump can play fast and loose with congressionally approved funds, what else can he do? Labour MPs are already drafting parliamentary questions. The Foreign Office is playing it cool, but I hear they are spooked.
This is not just about Ukraine. It is about the reliability of the United States as a partner. The UK's own aid budget is under pressure. But at least our courts can check the executive. In the US, it took a lawsuit from Democratic states to force compliance.
The PM's spokesman said: "We note the court's ruling. The US is a sovereign nation and we respect its legal processes." Behind the scenes, the tone is different. One Treasury official told me: "This is what happens when you have a president who treats foreign policy like a personal vendetta."
The real fear is that Trump will find another way. He could redirect funds via executive order. Or he could simply refuse to spend what Congress has allocated. That would be a constitutional crisis. But would anyone stop him?
For now, the money flows. But the trust does not. The UK is recalibrating. Quietly. Preparing for a world where US aid comes with strings attached. Or no aid at all.
This is the new normal. The special relationship is now a transactional one. And the transaction just got a lot riskier.
