UK intelligence officials have assessed that Russia may retaliate following President Vladimir Putin’s vow to avenge a strike on a Ukrainian dormitory that killed Russian personnel. The assessment, shared with allies, warns that Moscow could escalate attacks on Ukrainian infrastructure or civilian targets in response to the incident, which Putin described as a “deliberate provocation”. Western officials stress that the dormitory housed Russian soldiers, making it a legitimate military target under international law.
However, Putin’s rhetoric signals a potential shift towards more aggressive tactics. The UK is urging restraint and reinforcing its commitment to Ukraine’s defence while advising British nationals in Russia to remain vigilant.
