Kyiv has outlined five preconditions for any negotiations with Moscow, in a move coordinated with London. The conditions, delivered by President Zelensky’s chief of staff Andriy Yermak to British officials, include the full withdrawal of Russian forces to pre-2014 borders, an international tribunal for war crimes, and a binding security guarantee from NATO. British Prime Minister Sir Keir Starmer confirmed that the UK will “lead from the front” in building a coalition to enforce any eventual peace.
The conditions represent the most detailed framework yet for ending the war, but Moscow has dismissed them as “unrealistic” and “a sign of weakness”. European capitals remain divided, with Germany urging caution and France pushing for direct talks. The initiative underscores Britain’s post-Brexit effort to shape continental security policy, but the path to a ceasefire remains fraught with obstacles.
