A groundbreaking but flawed experiment in artificial intelligence-driven public health messaging has left UK regulators scrambling. The campaign, dubbed “Shattered Futures,” used generative AI to create hyper-realistic images of drug-induced decay. But instead of deterring users, the tool inadvertently produced visuals so striking they began circulating on social media as aesthetic content, tagged with #cybergoth and #neomorbidity.
The Information Commissioner’s Office has now issued an urgent advisory, warning that the AI’s uncanny valley effect created a dangerous allure. “We built a digital wall to keep people out, but we accidentally painted it with technicolour,” said Dr. Helena Travers, the lead AI ethicist at the Department for Digital, Culture, Media and Sport.
The campaign, which cost £2.3 million, used a model trained on thousands of grisly medical images and popular cyberpunk art. The result: faces glitched with neon abscesses, veins replaced by fiber-optic threads, and pupils dissolving into binary code.
These images, intended to shock, instead became profile pictures and NFT collections. “The AI’s output was too beautiful in its horror,” one influencer confessed. The government has now pulled the campaign and is retrofitting the algorithm with “de-glamorisation filters,” but the damage is done.
Digital sovereignty is at risk when our own tools become conduits for the very behaviours we seek to extinguish. The bigger question remains: who owns the narrative when the narrator is a machine?
